Can I put in my computer new motherboard like ASRock B450 Steel Legend and ATX PSU?

What is your Pavilion 590  ? For example  HP Pavilion 590-p0053w . Its specs

But probably all machines of the series use SAME motherboard, with is Customized: 24.9 x 26.7 cm (9.80 x 10.5 in) therefore other boards won't fit properly (specialty holes and screws).
