Yes, you could, depending on your power supply.
For example, the HP RTX 3070 8GB GDDR6, according to: https://www.techpowerup.com/gpu-specs/hp-rtx-3070-oem.b8574, requires a minimum 550-watt power supply with two PCIe 8-pin power cables, and you'll need a 2 x 8-pin to 12-pin PCIe power adapter.
Looking at OMEN 25L/30L desktops, the MINIMUM power supply HP fits in a new PC fitted with an RTX 3070 is a 600-watt 80 Plus Gold certified ATX power supply.
