I currently have a AMD RX 5500 gpu and want to upgrade to a good NVIDIA GPU for gaming, preferably something around a 3060, but idk what i will and wont need to buy a new PSU for.

Yes, I am positive: an RTX 4060 has a low 115-watt TDP and can easily be powered by a quality HP 400-watt power supply.
This is also confirmed here: https://www.techpowerup.com/gpu-specs/geforce-rtx-4060.c4107, where TechPowerUp claims that even a 300-watt power supply could power this card -though I would not recommend that.
However, if this would ease your power-anxiety, this 500-watt power supply with p/n: 901759-013 is the power supply for you.

Absolutely: for all intents and purposes, there is hardly a perceivable difference in graphics card performance between a Gen3 vs a Gen4 PCIe slot.
