What is maximum cpu I can put into HP ENVY Desktop - TE01-1287cb HP, currently I7-10700

The maximum CPU that is compatible with your motherboard is:  Intel Core i7-10700F (Comet Lake-S) 2.9 GHz base frequency, up to 4.8 GHz with Intel Turbo Boost Technology, 16 MB L3 cache, 8 cores

 

Here are the Motherboard Specifications.  You should look at the section titled "Processor upgrade information".

upgrade to 16gb of ram memory would be a good option
an SSD, will be much faster than the HDD, if that is uniquely what is in place
