When I turn it on the PC beeps

When I turn the PC on I click the button and it beeps and it doesn't post the screen until it stops beeping after about a minute

Any specific beep cadence (like 2:1 or 3:2) at startup?

A startup up beep error suggests the BIOS is having a problem enumerating one or more of your PC's components.

It beeps 3 times repeating 9 times and every other one is a different tone of beep

There is no standalone 3 beep error code listed at the above site.

I can only take a guess on what's happening at this point.

A 3;3 error code could be a graphics card problem. It looks like your PC shipped with an Nvidia GTX 1070.

The CPU supports onboard graphics. Remove the 1070 and then try CPU graphics if your PC's rear I/O has video out.
