A different Forum member might be able to zero in on a solution using the info you have provided.

You should be able to easily replace a failing CPU fan if you have an air cooled system. A liquid cooled CPU makes replacing this component a little bit more difficult.
Replacing a CPU liquid cooler or using a different CPU air cooler replacement part may require access to the back of the MB to install a new CPU socket backplate.
Can you remove the side panel adjacent to the back of the MB. You might have dissemble the system to remove the MB if you don't have access to the back of the MB and the CPU backplate.
I can't suggest any CPU cooler replacement options without knowing what you now have. Also, do you want a heatsink/fan combo or a AIO liquid cooled option.
I am running Intel 8700K and Intel 9900K CPUs using air cooled solutions with zero problems. A high end Ryzen like a 3900x might require a liquid cooler. A Ryzen 3900 or lower should be good using air.
