If your HP ProDesk 400 G5 MT is fitted with the 250-watt power supply with p/n: L29869-001, you can power such graphics cards like the RX 550, GTX 1050, GTX 1050 Ti, or RX 6400.

There is one graphics card I forgot to mention which would do well with a 250-watt power supply: a GTX 1650.  That would be my preference, followed by a very close second, the RX 6400.
