Apparently not, at least by looking at HP 15L Gaming Desktop TG02-0xxx Users anywhere online.
The thinking is that if anyone figured out to make a different CPU work, I would have seen it by now.
How does that work? HP is capable to program processor limitations in their motherboard coding.

Your HP Victus by HP 15L Gaming Desktop TG02-0xxx is fitted with the Erica8 Motherboard (SSID: 89D8), and is compatible with the following three processors:
Meaning, an AMD Ryzen 7 5700G would be the best -and only, processor you can upgrade to, such as seen here: HP Victus by HP 15L Gaming Desktop TG02-0xxx Performance Results - UserBenchmark.
Hope this was helpful.
