Welcome...I want to upgrade my hp ipm87-mp mainboard Can i use i7 4790k With a power of 88 wt . The motherboard accepts an 84wt max ??

Yes, your IPM87-MP (Pegatron HP/Compaq name: Memphis-B with SSID: 2AF7) motherboard is compatible with the i7-4790K, as you can see here with this User benchmark: HP 700-414 Performance Results - UserBenchmark.

 

However, be prepared to improve your desktop internal cooling, as this processor runs (very) hot.  In other words, the fact that you could install this aptly named "Devils Canyon" CPU, doesn't mean you should.
