I have an HP Pavilion 17t-ab200 here that was giving 03F0 as the error.  HDD passed both tests, as did memory.  Booting up with a Win10 disc I tried to run Chkdsk as well as FixMBR from Command Prompt (neither command recognized).  When I go to the C:\, the only thing there is an empty Recover.txt file.  It's like the entire C:\ drive was wiped.  The cd-rom was recognized (D:), and when I boot up with the disc, it comes up with things on the X: drive (not clear on what that is). 

 

I then was getting 0xc000000e, and used the media-creation-tool-install tool discussed by Microsoft at https://answers.microsoft.com/en-us/windows/forum/windows_10-performance/error-code-0xc000000e-in-wi....  I ran this from USB on the system, and I can get into Windows, associated the account, set PIN, etc., and spent a few hours with a Chkdsk c: /r but if I restart, I get back to the error 0xc000000e "Your PC/Device needs to be repaired.  A required device isn't connected or can't be accessed."  Does anyone have any tips for this?  I keep hitting this screen no matter what I do.

Rebuild Boot Configuration Data file

If you want to access and run Automatic Repair manually, you need to boot into Advanced Startup options. This will let you start Windows from an external device, change Windows startup settings or restore Windows from a Factory image.

Save your work and open Settings > Update & Security > Recovery > Advanced startup.

Select Restart now.

On a restart, you will see the following screen.

From the WinRE screen, select Troubleshoot > Advanced Options.

Under Advanced options, select Automatic/Startup Repair.

You will be asked to select the User Account to continue. Do so and continue. If asked, enter your password too and click on Continue. Windows Automatic Repair will now commence and try to identify and resolve the problem. This process may take some time, and your system may even boot.

Hey @Sandytechy20, thanks for the reply.  I went through these up until the Automatic/Startup Repair part.  I have a "Startup Repair", but not Automatic.  I also have 6 options instead of the 5 on the screenshot.  When I click Startup Repair, I get the error below.
