Try these steps:
Reset BIOS to Default Settings

- Turn the laptop on and immediately press F10 repeatedly until the BIOS setup utility opens.
- Navigate to File and select Restore Defaults, then Save Changes and Exit.
Use HP BIOS Recovery
- Turn off the laptop, and connect it to a power source.
- Press and hold the Windows key and B key, then press the Power button for 2-3 seconds.
- Release the Power button but continue holding the Windows and B keys until the BIOS recovery screen appears.
Download the Correct BIOS File
Ensure you have downloaded the correct BIOS file compatible with your laptop model from the HP Support Website.
Create a BIOS Recovery USB Drive
- Format a USB flash drive to FAT32.
- Download the latest BIOS update from the HP website and extract the files to the USB drive.
- Insert the USB drive into the laptop and boot the laptop from the USB drive by pressing Esc repeatedly, then F9 for Boot Device Options.
