Battery won't charge. I have checked the power supply with a volt meter and read ~19v. I replaced the battery. I replaced the internal cable from the power supply to the board. I have read online about a battery driver update, but I can't do that because the laptop won't turn on, because of a dead battery and no charging. Please HELP! What can I do?

I reviewed your post and I understand that the computer is not powering on.
Don’t worry, I assure you I will try my best to get this sorted.
Have you tried removing the battery and powering on the computer only with the AC adapter?
As you have mentioned that the computer is not powering on even with a new battery, it looks like something else on the computer is not working correctly and this needs to be checked at an HP authorized service center.
I recommend you contact support and they will assist you with the available service options for your computer.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
