HP Omen 15

I got an HP Omen laptop that is knew was bios locked. So I followed the steps for the HP spare key Recovery. I installed a bios onto the flash drive. Held the windows and B key and it installed the bios but then upon the next start up, it's still asking for the password. Why? And is there a way to recover or reset the password on these laptops without replacing the bios chip?
