Is this normal for a running cpu speed 4300 and max speed 4800 on my laptop instead running speed at 3300? i need help

I don't know what tasks you were performing when you posted the screenshot but since your notebook's processor supports Turbo Frequency, the base frequency is 3.30 GHz, but it could boost as high as 4.80 GHz based on the demand placed on the processor, so IMHO, it is normal.

 

The temperature is fine, and the processor maximum temperature allowed at the processor die is 100 C.

 

Take a look at the processor specs from Intel at the link below:
