Hello, your 2015 i3 dual core, four thread processor is most likely bottlenecking due to modern 2019 titles requiring more power. Below are a couple links I looked up that may assist in better understanding why some titles can do this.

When pulling up that Lenovo notebook series I see a few major differences from your notebook but would need the actual full model to confirm.
One of the biggest is that model series comes with in integrated graphics card vs a dedicated graphics (AMD Radeon™ R5 M430 Graphics (2 GB DDR3 dedicated)) like yours. Dedicated graphics cards can require more CPU power to process and push out FPS.
