1 USB 3.1 Type-C™ Gen 1 (Data Transfer up to 5 Gb/s, Power Delivery, DisplayPort™ 1.2, HP Sleep and Charge) 

Does this mean it can charge? (it didnt charge with my 18watt charger) and if it can charge what kind of a charger i need.

HP Sleep and Charge means you can charge your phones phones or tablets ... during machine sleeps.

 

This USB-C port also supports Power Delivery that means you can use compatible chargers with wattage rating at 135W and above to charge your computer. 18W is too weak.
