Hi, I bought yesterday a new HP OMEN with i7-9750h, a GTX 1660ti and a HDD of 1TB.
The problem is that it came with FreeDOS. I installed Windows 10 from the Microsoft site on a flash drive. Then I started installation. It booted directly, without changing something in the BIOS. Almost when is finishing, I get the message that it needs to restart, and when is doing, it starts the setup again, like rebooting again from the USB.
Now I tried to remove it fast when my laptop is is restarting but the laptop won't boot from HDD and will tell me to install the OS with a USB drive. I also changed the BOOT options order from the BIOS but it didn't changed anything. Also tried to press F9 when restarting to enter the boot manager but there is only the USB drive without HDD.
Please help me, tell me if you had something something similar or if you yave an idea of what can I do. Thanks!

Yes, I have had that issue before. It is very frustrating.
I was able to get it to work by removing the flash drive when the PC was off during the restart.
I didn't even know it was happening because I left the room during the process, figuring that the installation would be done by the time I got back. Then I was wondering why it was taking so long. Then I noticed the PC kept booting from the flash drive and starting the process all over again.
But I have a better idea...
I see that your notebook has a DVD drive.
Download the W10 64 bit ISO file instead, and use the tool that I zipped up and attached below to transfer the file to a DVD so that it is bootable.
Then you can boot from the DVD and install W10.
In order to boot from a DVD, you first have to go into the BIOS enable Legacy mode and disable Secure boot.
