My issue is that laptop charges only when it is power off . It does not charge when laptop is on . I have already done few steps like : press power button for 25 seconds but it didn't work out and I have also tried to do bios update but bios update need ac adaptor plugged in but laptop doesn't detect that when it is power on so I am not able to do bios update. So if any one have proper solution provide me

Is laptop still under warrenty? This looks more like charger fault.
Try a different wall outlet and power strip. Inspect the charger brick, cable, and laptop DC jack for damage, bent pins, or loose connection.

Charging works properly when laptop is power off . So if there is any issue related charging pin or any other related charger then laptop must not charge during power off also .. I have faced this issue 2 weeks ago also but at that time it was solved by pressing power button for 25 seconds and after that laptop charges perfectly. But this that method didn't work out..

Since you are still under warranty you can get it fixed in HP service center.
