I am  missing this .dll file after doing a reinstall of windows.

Thank you for the update.

 

First, you have to install the SDK package.

 

Please click the below link to install the SDK package.

 

https://ftp.hp.com/pub/softpaq/sp88501-89000/sp88567.exe

 

Then download and install the Omen command center Microsoft stores.
