I don't believe this is a problem but I couldn't find any information on the internet. I recently changed all "power" actions when in battery mode to hibernation instead of sleep. The problem is that I cannot resume from this sleep state. The keyboard and mouse seem to not function. Furthermore the power button's light is not blinking. I can resume if I directly press this button. I am not sure if this is actually a feature :after all hibernation is meant to save every bit of energy possible. This might include the power needed for the keyboard to be on.

 

Is this supposed to happen?

Yep, thats what happens to my laptops also.

Its a lower power state than Sleep as you pointed out.

I do not know of a way to change this, but I have not found it to be a problem either.
