Hi Guys I've found a solution if you are using windows.
you can limit your maximum processor percentage on advanced power option to 90% it significantly reduce the heat to only 60 degrees at most in my case.
good luck with that. this is just a temporary solution while we are waiting for HP to fix this **bleep** issue. since no technician giving me good advice I try every solution my self.

Thank you for the tip and as you said its a temporary fix but who knows how long its gonna take them to release a new BIOS..
I contacted a Support Specialist from HP regarding the issue and he doesn't know when are they going to release a new BIOS !
If a Support Specialist which supposed to be the link between HP and the customers doesn't know that then who does?
I asked him to let me contact with someone who knows and he didn't by claiming that he dont have the contact details of the R and D team !
I will send my unit to repair tomorrow because honestly I`m afraid that this issue will persist for a while.

I am using an hp pavillion 15 ec0xxx.
with 8 gb ram
128gb ssd, 1tb hdd
ryzen 5 3550h
nvidia geforce gtx 1650
After bios f.08 update it got same problem. Before that ,in previous bios version , i was getting 38-55 fps on high settings in 'watch dogs 2' game, which is quite demanding. 38-55 fps is nicely playable. But now on lowest settings I am only getting 24-25 fps with too much stuttering and the hibernating problem. And this is such a weird situation that i can render a 32 minutes video via davinci resolve without any hibernation. I ran a heaven benchmark test which is also too much intensive, but it ran perfectly fine without any hibernation. Then I set the max CPU state to 99% and see what, it didn't hibernate, instead I got '12 fps' with too much stuttering, which are not-at-all playable of any sort. i also did a factory reset which did not do anything but deleted my data. the laptop with same specs but different company is giving superb performance of 40-55 fps without any stuttering. Do HP hate us gamers? i have tried all fixes given by hp support.
So now, I want HP to fix this issue in this month only.
And should unlock the bios so that I can decrease the ram used by igpu which is good for nothing and increase amount of usable ram. Or they should provide a refund to us so that we can buy another laptop from different company and get rid of headache.
I only bought HP laptop because I searched and found out that HP has best support system and now I found out that how good it really is.

I have already did the same but without recovering. That means deleting personal files etc. to get pc back in the state it was when I bought this i.e. "new".
It just did nothing.
I tried the fixes given on microsoft forums which was a 15-page form. I tried all those fixes. It did nothing.
Then I tried all fixes on other websites and youtube as well, it did nothing.
I contacted HP support, I tried all fixes given by them as well,It did nothing.
I also tried the fixes give on hp forums, It did nothing.
Now I want to acknowledge you that during all this process I was using my mobile data pack as I have no other internet connection at home.
That's why I am **bleep** 100% sure that it needs a bios update to fix this as I can't downgrade it.

Hi Nizcse,
as what I and feras08 has stated it is not possible to overwrite the bios in everyway for now. currently I'm giving my damned device to the HP center because as you said it can't use it's full potential mean you can't go on high setting on most of AAA game.
Regarding the trick you just limit it to 99% instead of 90% try limit it to 90%. yes the FPS drop extremely but so is the heat . you may want to keep an eye on the heat. maybe it's because of your device has a lower spec compared to mine so when the limitation applied, it really hurt the fps. I'm using Ryzen 7 3750H and I can play Horizon Zero Dawn on lowest setting with that trick. if you really want it to be able to get back it's previous state I suggest you to take it to HP center like mine. let them fix it. as I'm afraid there's some degraded parts because of this.
