I mean at this point its clear that its not that my performance is bad, the performance is good, 80-90 fps is not bad in 1080p, the problem is, no matter what game resolution I use, no matter what game setting I use (Ultra or Lowest), during gameplay the game will stutter and will drop a couple of frames.
Please try to understand what I'm saying;
The problem is not getting fps, the problem is maintaining stable FPS, I get very good FPS, but even when just staring at a menu at 200 fps, there's a stutter randomly and the fps drops a couple frames.
(Yes I tried max performance on nvidia control panel, and windows power modes as well)

Posting the Product Number is just fine and what we prefer everyone do.
Its the Serial number that we don't want made public.
I don't know if I can solve the issue, but I can offer a suggestion or two.
Your 7700hq with a 1060 should be just fine for those games.
I assume you are gaming while plugged in since you were getting those high temps initially.
So it still stutters even when you lower the panel refresh rate in the display properties or the NVIDIA control panel.
Vsync is off, correct? Yours is not a common complaint I have seen with those models so I'm not sure whats going on.
Have you run the Task Manager (and highlight the CPU column so its shows highest to lowest) to see if there was any service or program popping on when the drops occurred? That can cause the intermittent drops as it takes up resources for that moment. It doesn't necessarily have to make the cpu reach 100% to cause a freeze, but you would see a high percentage of usage for that moment by what ever program is popping on.
If the above produces nothing...
I don't think that model came with the UEFI diagnostics, cant remember. If it did, reboot and rapidly tap F2 until a diagnostics menu opens. It will look similar to this...
If not, it will only look like this and wont work for what we need...
If like the first image, choose System tests>Extensive Tests or it might just show Extensive Tests. Run that while plugged in to the power cord. it will take a few hours to complete. If you have a hardware issue, it will usually find it. This will test everything including the graphics card.
Let me know if that does anything.
And you say you recently purchased, so you are still under warranty?

First of all thanks for helping out.
Yes I always game with AC plugged-in.
I tried the UEFI diagnostics but unfortunately I have the 2nd one and not the first one.
I currently have GSync enabled and my screen refresh rate is set to 120Hz, I do have VSync off now but I tried to tamper with it being on as well to test if it would fix the issues but neither on/off helped. I have not tested 60hz yet but in general 60hz seems really choppy even on windows. If necessary I can set it to 60Hz just to test the games for stutters but I believe its not the issue, please let me know if I should try to test with 60Hz.
Yes I gamed quite a day yesterday and I had task manager running in the back all the time, even set it up so that when I ALT + Tab ingame I quickly switch to Task Manager the moment I get a freeze, although I did not catch any specific programs, and the CPU usage was always around 30-40 just going back and forth.
I did recently purchase it, hasn't hardly been 2 weeks but the problem is, I'm from a country where I doubt that I'd have warranty for this, the markets here have products that are not packed (I know it sounds really weird but that's how it is, we don't have brand new packed products here). Although I'm quite happy with the laptop, thermal issues are there but I just try to do what I can to keep them at 80C max which seems fair considering I live in a tropical area.

OK sounds like it was possibly a refurb then? That OMEN by HP - 15-ce033tx did sound suspicious as just purchased since its an older model. Ya you probably don't have a warranty if you didn't buy direct from HP or a genuine reseller. No telling whats going on. I would try to register with HP online and see what happens anyway.

I would advise that since you didn't get a sealed package PC, I would reinstall Windows. If anything, to fix a corrupt OS or to clean out whatever crud might have been installed in the background that you don't know about.
I know its a pain to reinstall your games, but considering the source, its worth it.
I would use the MS Media Creation Tool and install the latest version right up front via USB. Do a Custom install and delete all the partitions on the SSD, then continue with it installing. Note: If you do a clean install (best), it will be best to disconnect the HDD first and then install to the SSD.

Alright I've started downloading Windows 10 from the Media Creation Tool, I fortunately have an 8gig USB lying around completely empty so that's now having the Windows 10 being downloaded to.
My Windows is currently installed on the SSD as well. I only have 2 local drives, the SSD (128 GB) has Windows installed on it, and the 1TB HDD has my steam games and stuff, so I'm assuming I don't have to get rid of my games and HDD data and just install fresh Windows 10 on SSD by a clean format?
Edit 2: I just booted to my USB in legacy mode and now Installing Windows, I only deleted the SSD Windows partition and made a new one on it for fresh installation, I'll get back once its done.

Sorry I'm in and out for the moment.
The media creation tool should not have had to be installed in Legacy Mode.
Did you create the installer from that PC? IF so and the media tool detected you're in Legacy, then its definitely been tampered with. In the future, uncheck the box in the Media Creation Tool to have it detect the best settings for the installer. Then it will boot either legacy or UEFI. Or download the ISO to file and use a tool like RUFUS to burn the installer to USB. That will ensure it will boot as UEFI if the bios in enabled in UEFI mode.
But either way, that should not have an effect on the FPS drops you are experiencing.
If its worse with a clean install, no third party stuff installed yet, I would be suspicious of a hardware issue.
Personally I don't care what anyone says, I don't want to have to use Throttlestop, just to make the temps lower. The machine should be functional without such hacks, that's why you pay good money for it.
Are you within the window of a return? IF it were me, I would demand a refund from the seller. Sounds like you're just going to continue having problems. My opinion.
Another suggestion if you want to continue, see if it will boot without the HDD connected. If not, that is why I always recommend installing without any other drives connected but the main drive.
If it will boot, Install a game to the C drive that you will have enough room for and see if the issue persists without the HDD connected. If it still drops FPS, install the HP Windows diagnostics I linked to earlier and run it. There might be a chance it will pick up something if its hardware related. Run the full Extensive tests.

The creation tool had no such options, the problem is that in BIOS under UEFI boot I don't see Harddrive (neither HDD or SSD) but under legacy I do see the Harddrives to boot from so if I switch to UEFI boot in BIOS, everything stops working.
Also when the Windows setup wasbooting from USB initially, it was booting in UEFI mode, however then I was not Ble to install Windows on SSD or HDD partitions because they were 'MBR'and UEFI wants GPT.
I can try to switch it to UEFI if it really matters.
Sadly I am not in the position to get a refund, also I noticed that playing battlefield 1 on ultra I can hold 60fps 1080p 120hz, Also able to play GTA V 60fps 1080 High settings at a very consistent 60fps, the games lagging now are PUBG (Even the LITE one) and Rust
