I have a Ryzen 7 7730U. I know it’s not a very powerful CPU, but even in very light games my FPS drops to 7–8. I’ve tried many things to fix this issue, but unfortunately nothing worked. I noticed that when my FPS drops to 7–8, my CPU usage and clock speed also drop to around 0.40 GHz. I monitored the CPU temperatures, and they are within normal limits, with a maximum of around 85°C. I also checked the power plan, but that didn’t resolve the issue .The most interesting part is that the problem sometimes fixes itself. It occurs randomly and also resolves randomly.

You’ve done a thorough job with the basics, so let’s focus on deeper checks that can help stabilize performance on your HP Laptop 15‑fc0059nt.

 

Update BIOS and Chipset Drivers

  • Outdated BIOS or chipset drivers can cause CPU throttling.
  • Visit HP Software and Driver Downloads.
  • Enter your product number (8M1T1EA) and install the latest BIOS and chipset drivers.

 

Update Graphics Drivers

  • Even though the Ryzen 7 7730U uses integrated graphics, driver updates are critical.
  • Download the latest AMD graphics drivers from HP’s support page for your model.
  • Alternatively, you can use AMD’s official driver tool to refresh the graphics stack.

 

Check Windows Power Settings

  • Go to Control Panel > Power Options.
  • Select “High Performance” or “Best Performance” under advanced settings.
  • In advanced power settings, ensure “Processor power management” minimum and maximum states are set to 100%.

 

Disable Background Apps

  • Open Task Manager and check for background applications consuming CPU or GPU resources.
  • Close unnecessary apps before gaming.

 

Thermal Management

  • Even though you reported temperatures around 85°C, ensure the laptop vents are clear of dust.
  • Place the laptop on a hard, flat surface to allow proper airflow.

  • Enable Game Mode in Windows Settings > Gaming.
  • This prioritizes system resources for gaming and can reduce random stuttering.

 

BIOS Reset

  • Restore BIOS to default settings to clear any misconfigurations that might cause throttling.

 

The key here is to refresh the BIOS and drivers, ensure Windows is set to prioritize performance, and confirm that no background process is forcing the CPU to throttle. Once these steps are completed, you should notice smoother gameplay and fewer random drops.

For those who experience this. I couldn't find an exact solution however I found a way to minimize it. I realize that this stuttering happens when charge is below 60, so I'm playing games with full charge + plugged. It sometimes happens but not that much.

Many laptops automatically reduce performance when battery drops below a certain threshold to preserve longevity or prevent overheating. Running games while plugged in and fully charged helps because:

 

  • Power profiles: Windows and OEM utilities (like HP’s Command Center or OMEN Gaming Hub) may switch to a balanced or battery-saver mode below ~60%. This reduces CPU/GPU clock speeds, causing stutter.
  • Battery discharge rate: When the battery is low, the system may limit power draw from the adapter to avoid stressing the battery, leading to inconsistent performance.
  • Thermal throttling: Lower charge can sometimes coincide with reduced cooling aggressiveness, further impacting FPS.
  • Plugged-in gaming: Ensures consistent power delivery, keeping GPU/CPU at stable frequencies.

 

What you can try to minimize stuttering:

  • Set Windows Power Plan to High Performance or Ultimate Performance.
  • In HP laptops, use OMEN Gaming Hub / HP Command Center to lock performance mode.
  • Check battery health—if it’s degraded, power fluctuations can worsen stutter.
  • Update graphics drivers and BIOS/firmware, as some updates improve power management.
  • If available, disable battery saver thresholds in BIOS or OEM utilities.

 

Your workaround (playing while plugged in and charged) is solid, but fine-tuning power settings can reduce reliance on battery percentage.
