When I am gaming on my laptop, the fans don't spin at higher speeds even when the temperature reaches 70-80 degrees Celsius, I know that the speed they reach is not maximum because when I was using a software in a parallely installed Ubuntu 16 and as soon as I open that application the fans go to their full potential, I am sorry I can't recall what that application was.

The HP CoolSense is on but it seems useless, is there any way I can manually control the fan speeds?

Don't worry as I'll be glad to help,  
To get the answer to this question, it's not possible to manually control system fan and fan control is managed by system.

The fan speed is managed when computer is demanding high performance. The computer works harder and generates more heat when multiple applications are open at the same time or while playing graphically intense video games.

Use the following tips to improve computer efficiency:

  • Change which applications run when Windows starts by using the Startup tab in Task Manager.

  • Close applications when you are done using them.

  • Close the internet browser when you are not using it.

  • Lower the game resolution and decrease the graphics settings if the computer becomes warmer than usual while playing.

And, also update the graphics driver using Windows Update and HP Support Assistant:  

To check for updates now, select the Start button, and then go to Settings  > Update & security  > Windows Update, and select Check for updates.

Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.

  1. To open HP Support Assistant, double-click the HP Support Assistant icon https://support.hp.com/doc-images/932/c05040382.jpg.
  2. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
  3. Click Check for updates and messages to scan for new updates.
  4. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
  5. Click the update name for a description, version number, and file size.
  6. Select the box next to any updates you want to install, and then click Download and install.

Hello Sir, your solution doesn't seem quite reasonable, when I updated my BIOS, the fans went max speed, but when I do intense gaming they don't even when they can, so did I just waste my money on a gaming laptop to update the BIOS? 

and even my 10 year old, very cheap laptop can update BIOS without rising even 1 degree in temperature 🙂

Thank you for posting back.

 

I appreciate your efforts to try and resolve the issue. I would suggest performing system factory reset will put the computer back to the original factory settings in this way all corrupted and outdated software will be removed. 

 

While doing the recovery there is an option to back up your personal files. If you have not previously done one now is a good time. 


Restoring Files that were Backed Up Using HP Recovery Manager (Windows)You can also contact HP support for assistance. They can remotely access your system to help alleviate difficulties: www.hp.com/contacthp/

 

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
