Product: OMEN 15-en0000 Laptop PC (8WK04AV)

My Omen laptop fans keep spinning and produce a high pitched sound.  They will stop for 40 seconds and start blowing again at high speed for 2 minutes. CPU is low (4 to 10%). HP Command center doesn't work (is in Norwegian and when I select a setting, it doesn't save it). Have tried to reinstall it, to no avail. 

BIOS is up to date, "fan always on" is disabled and I have followed the suggestions on this website https://support.hp.com/nl-nl/document/ish_3314633-3248959-16 

 

Any suggestions as to what might work?
