So recently I opened my laptop to clear dust, and afterwards, this happened one fan is very significantly slower is this normal or is this related to me opening my computer? Did I mess anything up? Also, my temps are REALLY high for nothing open but chrome and speed-fan, is this normal? The core's temps individual is fine but all of the CPU together is very hot, are my heat sensors broken? Please help

The one fan does spin a lot slower than the other. This is how HP laptops are setup.
The fact that your cores range in temp between 27-31C is fine. More important is how hot it gets during gaming.
Why the cores arent showing the next day, I dont know what was changed.
