Out of curiosity, what resolution are you using?

Try lowering it to see if it stops.

 

Also if you have an external monitor, see if it does it on that too.

I am using the highest one. I tries lowering it but problem didn’t stop

All Im finding is to remove all remnants of the old driver using DDU and then manually searching any leftover folders/registry keys, then reinstall.

 

Do you have Restore Points enabled by chance? I know the 1803 upgrade disabled them by default.

IF you do have them, can you revert back to a point prior to this happening?

I can tell you to contact HP Support for a warranty issue, but Im thinking they will just have you do a Recovery back to factory settings, wiping the drive and reinstalling Windows.

You can do that yourself as a last resort if you wish.

I just did a factory reset...
Problem is still there... Just proves that something’s wrong with hardwere and warranty is my only hope...
