Hi, i recently bought this laptop and while i am very pleased with it, there is one issue i have with it. I only plan on using Linux and there does not seem to be a way to have full control over my gpus power draw. I have gotten it to use around 100W while plugged in but i cant get over 35W while unplugged. Was wondering if anyone could help with that

That is a function of the power management tool.  The C15ZYEA has no official HP linux support

For additional help with Linux visit the ask Ubuntu forum;

 

while I read that you are planning on using Linux, you might want to get a copy of the factory cloud recovery software in case you ever want to return to windows 11.  HP removes the recovery software sometime (?) after the warranty expires.
