Hi @Xycross

Welcome to the HP Support Community! We're here to help you get back up and running.

I understand the concern. Thank you for providing the product details and the symptoms. The combination of the dedicated GPU not loading, Windows failing to restart or shut down normally, and the "cmd could not be initialized" message suggests that either the graphics driver stack, a startup process, or power management components may not be loading correctly during boot.

Please try the following:

Check GPU Detection in HP Hardware Diagnostics

  • Turn off the notebook.
  • Power it on and repeatedly tap Esc, then press F2 for HP PC Hardware Diagnostics.
  • Run System Tests > Extensive Test and check for any graphics-related errors.

Update the BIOS

  • Install the latest BIOS available for the Victus 16-r0000 from HP Support.
  • Restart the notebook after the update completes.
  • BIOS updates can improve communication between the integrated and discrete graphics controllers.

Perform a Clean Graphics Driver Refresh

  • Open Device Manager.
  • Expand Display adapters.
  • Uninstall both the Intel graphics driver and the dedicated NVIDIA graphics driver.
  • Restart the notebook.
  • Install the graphics drivers available for your model from HP Support, beginning with the Intel graphics driver and then the NVIDIA driver.

Check Graphics Mode in OMEN Gaming Hub

  • Open OMEN Gaming Hub.
  • If your model supports a graphics switch, verify that the system is not remaining in Eco or integrated graphics mode unexpectedly.
  • Apply the preferred graphics mode and restart.

Review Startup Applications

  • Open Task Manager > Startup Apps.
  • Temporarily disable non-essential startup items.
  • Restart and observe whether the GPU loads correctly on subsequent boots.

Verify Windows Reliability History

  • Search for Reliability Monitor in Windows.
  • Look for entries occurring at the time the GPU fails to initialize or when the "cmd could not be initialized" message appears.
  • This can help identify a specific application or driver that is preventing a normal startup sequence.

Check for Windows and HP Updates

  • Run Windows Update and install all pending updates.
  • Open HP Support Assistant and install any recommended BIOS, chipset, graphics, or firmware updates.

Because the issue occurs only sometimes, it would also be helpful to confirm:

  • Which dedicated GPU is installed (RTX 4050, 4060, 4070, etc.)?
  • Does the NVIDIA GPU disappear from Device Manager when the issue occurs, or is it still listed?
  • Are you seeing the "cmd could not be initialized" message immediately after sign-in or while shutting down/restarting?

These details can help narrow down whether the behavior is related to GPU detection, a driver initialization problem, or a startup process conflict.

Take care, and have an amazing day!
