RTX 3050

512 GB SSD

Issue- Basically what the title says. Happens only while playing games. There are massive framedrops that happen randomly every few minutes (and sometimes every other 30 seconds). Happens in every game - CSGO, Valorant, Warzone, Witcher 3, Dying Light and even Aimlabs.. yes, Aimlabs. Using NVIDIA Overlay, I have noticed that the GPU UTILISATION drops from 90+ to 5-10%. Meanwhile the CPU UTILISATION spikes to around 80 or more.
Solutions that I have tried (none of which have worked) -
1) Performing DDU and Reinstalling Nvidia Drivers (both old and new drivers)
2) BIOS is updated.
3) Reinstalling Windows
4) Disabling Hardware Accelerated GPU Scheduling, Memory Core Isolation.
5) Changing Power Settings, Nvidia Control Settings and everything similar to 'Prefer Maximum Performance'
6) Disabling HP Coolsense, Whisper Mode, unnecessary Background and Startup Apps, Nvidia Overlay, Game DVR
7) Tried playing with different keyboards, mouse, controller (in case it was related to that)
I have run all the inbuilt Diagnostic Tests for all the components, everything came back okay.
I am literally at my wit's end with this problem. Literally any suggestions would be appreciated.

Check following
You play on charging battery
You are not playing on powersaving or sometimes in balanced mode
Use recommended settings by Nvidia GeForce experience.
Open the Game with the desired Graphic Card
Turn of antivirus or make an exception for the specific game.
