Hello,
I recently bought a HP OMEN 15 RTX 3070 300hz display version and the laptop has been great for the first week. I was able to play Dota 2 with over 250+ FPS without any problems, cyberpunk at ultra with 80 - 110 FPS no problem and now it looks like the GPU is not performing well enough. I noticed with Nvidia Inspector that the Current GPU Clock always stays at 210 Mhz.
I tested the GPU to see if there are any problems with the hardware by manually clocking the GPU Clock at 700 Mhz and then the games went back to how they were with great performance however the graphics card is not boosting the clock itself and I am stuck with it, I do not have any HP official support to RMA my laptop as HP is not officially in Pakistan.
I remember updating the bios through HP Support Assist and my current bios version is F.06 and previous I think it was F.02 but I cannot remember exactly. I tried rolling back the bios as well but it keeps saying that the bios F.02 is not intended for this system.
