My Hp Pavilion 15 is confusing me. is the Left fan only working while the right fan is not? is it normal?

Many machines have 2 fans with 2 different heat sensors for 2 areas, one fan may run slower than the other. Your machine may have 1 fan is the backup for the other therefore only one works at any one time (when both are malfunction, machine may stop due to heat).

 

To be honest, I don't know that is by designed or not. Hope someone can give more thought
