The conclusion I had reached so far about the problem is HP Victus FB3xxx has a bios design to only boost fans when dedicated graphic tasks like gaming/rendering/3d tasks are happening. It will boost to 4000rpm as my 3050 has 87°c thermal limit else it would had gone max 5200 gpu rpm.

 

The fans will not boost when you do cpu intensive tasks like compiling code or cpu stress test they will only stick to 2700rpm instead of boosting to max 5400rpm. Confirmed by using hp hardware diagnostic windows app with omen gaming hub on OEM win11 installation from hp cloud recovery.

 

Temporary solution for this bios fan weird logic is using omenmon for windows os and nbfc for linux from github.

 

Make sure you do not use it on 100c by applying honeywell ptm 7950 or by caping the perfomance. Disabling turbo boost + putting max processor state to 99% which will leave 8645hs to 4.3ghz max instead of 5ghz. To disable perfomance go to control panel power profile in windows or use Frequency boost switch for linux(gnome).

 

I don't think HP will release bios update to make this gaming laptop a gaming **bleep** workstation device.

 

For any questions dm me on instagram. Please let me that you also have your cpu stuck ~2700 rpm in high usage in hp hardware diagnostic app in this model. Also when cpu gets hot, gpu start getting hot too so after very long time of 100c u will hear little fan noise because gpu had reached 65c.
