I have not used the Victus laptop for a few days. When powered-up this morning, it goes to black screen with cursor arrow visible and responding to mouse, but computer is stuck. Tried ctrl/alt/delete and it appeared to restart but ended up stuck again. Device is plugged in so not a battery issue.

Hi @JackN48,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
It sounds like your HP Victus laptop might be encountering a startup issue. Here are some steps you can try to resolve this.
Force Restart: Press and hold the power button for about 10-15 seconds until the laptop shuts down completely. Then, power it back on to see if it boots up normally.
Boot into Safe Mode:
- Try booting into Safe Mode by repeatedly pressing the F8 key as soon as you start the laptop.
- In Safe Mode, check if the laptop boots up properly. If it does, there might be a software conflict causing the issue.
Check Display Settings:
- Sometimes, changes in display settings or external monitors can cause issues. Disconnect any external monitors and check if the laptop boots correctly.
Startup Repair:
- Boot from a Windows installation media (USB or DVD).
- Choose "Repair your computer" > "Troubleshoot" > "Advanced options" > "Startup Repair". Follow the prompts to let Windows attempt to fix any startup problems.
System Restore:
- If Safe Mode or Startup Repair doesn't work, try restoring your system to a previous restore point when the laptop was working fine.
- Boot from a Windows installation media, choose "Repair your computer" > "Troubleshoot" > "Advanced options" > "System Restore".
Check Hard Drive:
- It's possible that the issue is related to the hard drive. You can run a diagnostic on the hard drive to check for any errors.
- You may need to access the BIOS/UEFI settings (usually by pressing F2, F10, Delete, or Esc during startup) to run diagnostics if your laptop supports it.
Update Drivers and BIOS:
- Sometimes outdated drivers or BIOS can cause startup issues. Ensure your laptop has the latest updates installed.
If none of these steps resolve the issue, it might indicate a more serious hardware problem.
I hope this helps.
Take care and have a good day.
