I bought this new laptop recently. When I check the battery icon it shows as 2% available(plugged in, not charging). Any idea why it is not charging? I tried different power outlets and restarted the laptop multiple times still same issue.

How recent is recent? That is an older model now.

IF its still under warranty, you can contact HP Support directly for help also.

 

Have you tried going to the Device Manager and unistalling the Microsoft ACPI-Compliant Contro Method Battery under Batteries?

IF that does not work, you can also run the Diagnostics to see if the battery is failing.

F2 at power on and go to Component Tests for Power...

That will at least help determine the hardware failure if its able to see it.

Then contact Support for repairs.

I tried uninstalling ACPI but it didn't work. Also, tried diagnostic but it doesn't show any hardware failure and battery test passed. Unfortunately, I realised that the standard HP warranty has expired on this laptop.
