Microsoft Windows 11

I alread own this laptop since 2019. the spec is

i7 9750h

gtx1650 4gb

20gb ram

the problem i encountered is the laptop is always overheating even when idle (temp spike until 100c). cleaning the fan repasting the thermal paste has done nothing, and recently i play with throttlestop and found out it only overheatinng when turbo boost enable. I tweaked the cpu a little and the only ghz that not overheat is 2.7 ghz and the base clock is 2.6ghz. Its frustrating knowing that you buy an expensive laptop but not capable to utilize its full potential. because when overheat the laptop always freeze with buzzing sound and require force shut down. is there any ways that to use the turbo boost without overheat the laptop too much as I think this is too severe as the issue has been since I first use it and the turbo boost basically cant be used. HP should improve their cooling design on gaming laptop as now this laptop fan can't be adjusted.
