It has   Intel® Core™ i7-7700HQ (2.8 GHz base frequency, up to 3.8 GHz with Intel® Turbo Boost Technology, 6 MB cache, 4 cores) CPU/Processor. OCC on your machine does NOT have Overcloking and Fan controlling features.

pretty sure what you're looking for is OMEN Command Center, its pre-installed (or just in-case if its not, i suppose you can find it on internet)

go to OMEN LAPTOP > Performance Control

there you can find Fan Speed slider, slide to max if you want full power
