There is nothing special you should have to do to get the SSD to run an NVMe speed.
Yes the HP Bios is locked down, but you should not have to make any changes to it.
Are you using Samsung's Magician and its showing 1x4 instead of 3x4 in its report or are you testing SSD speed with something like CrystalDiskMark and its reporting sata speeds?
If yes, did you update the Samsung driver and firmware from the Samsung website?
There has been an issue where the driver and firmware are causing this problem.
They are reporting that rolling back the driver prior to 2.3 or simply reverting back to the Windows driver in the Device Manager fixes the problem.
If rolling the driver back is not working after the update, or it is already using the latest firmware (which cannot be rolled back), they suggest you RMA the drive.

Hi,
Does the controller support NVME or SATA ? Not all PCIe ports are the same.
Regards.

Not sure whats up with yours @Username_Omen. Did you check the firmware and driver update as I mentioned above?
@Gustavobezerrareported updating his Samsung driver fixed his issue. Waiting for him to mark it solved.
