Laptop Hardware overclock

Is there a way at all to control fan speed? or even unlock the power limit on CPU GPU FANS?

Is there a developer bios that unlocks all of these? Can I replace the fans with some third-party fans that have speed control?

All I can do right now is replace thermal paste, clean fans, add ram and reinstall windows, but the Rift S is coming and I want to overclock the laptop, leave it on a cooling stand and give me a 10-15 fps boost.

Is there a developer bios that unlocks all of these?  HP doesn't provide developer BIOS updates.  The only updates would be in the Software and Drivers Download page.

Can I replace the fans with some third-party fans that have speed control?  The fans would require 4-pin fan headers to be used with PWM fans.  I don't know if the laptop with have these.
