I got the impression that the problem is software not hardware. since the problem only shows at full brightness and sometimes it flickers to normal (becomes as bright as the rest of the screen when it is set at full).

When I lower the overall birghtness of the  laptop monitor, the darker area get darker but then it readjust to the overall brightness and sometimes while doing so the area would flicker momentarly to full brightness (in this case the area becomes brighter than rest of the monitor since the overall brightness was lowered). So I know that it is physically possible for that area to get to full brightness but I think there is something wrong witht the software. I have already tried to reinstall the latest driver update from Nvidia. I havent completly removed the monitor driver and install it again which I think I might do now.

Okay, I have fixed it by completly uninstalling the display adapter then everything related to Nvidia. Restarted the laptop and installed Nvidia again. I will leave the post just incase someone goes through the same issue.
