my hp laptop's fans are not working since few days they work for few seconds and then stop and even technician visited and replaced the fans still fans wont spin and in omen command center the fans speed is showing 0 rpm and this non spinning of fans leads to shutting down of the laptop and i cant even keep it on for few minutes

Check BIOS/UEFI Settings:

Access the BIOS/UEFI settings by restarting your laptop and pressing the appropriate key (usually F2, F10, or Del) during the boot process. Look for any fan settings and ensure that all options related to fan speed and thermal management are set to default or optimized settings.
Update BIOS:

Ensure that you have the latest BIOS version installed on your laptop. Visit the HP support website to download and update your BIOS to the latest version which may include fixes for fan control issues.
OMEN Command Center:

Open the OMEN Command Center and try performing a system diagnostics check specifically for fans and thermal management. Ensure that the software is up-to-date as it might require an update to function correctly.
System Temperature:

If the system temperature exceeds a certain threshold, the fans should start spinning. Verify that temperatures in the OMEN Command Center are reading accurately, and if not, you might have a sensor issue.
