Operating System: Microsoft Windows 11

Hello, I have a Hp Victus 16 e0242AX and I manually configured the minimum processor settings to 5% on all the power plan settings I have. The problem is, on every restart of my laptop, the minimum processor state (plugged in) of the power plan I am using, reverts back into 100%. Why does it always change back to 100%? I would like it to be consistent on what I configured it to be.
