My Omen gaming hub performance mode is lowering my frames !

i am trying to play Rainbow 6 siege with high fps , and to do that i had to turn on the Performance mode !! i have i7 gen10 with rtx 3070 , and tbh i was shocked because the mode is making a drop frames , and i cant play with Balance mode because the laptop wont consume 100w  , it will just consume 60w and i wont able to play with high fps , while on performance mode it can consume 100w but idk whats wrong , the package power according to what i saw was 13w so there is something wrong and idk what to do !

i have tested the Balance mode and Performance mode on some games and the result was that when i play Balance the frames are good but not the best because its not consuming a lot of Watt , while on Performance mode its consume good amount of watt But the core and package power are low and the fps are half of the Balance mode ! , what should i do , where is the problem ! , also i didnt have this problem when i bought the laptop !
