Hello, I have Victus 16 laptop and it doesn't start at all, no fan no power I even checked the is charger was working and it does (multimeter gives 19.9V output).
When I put the charger on the light next to the socket lights up but when I press power button nothing happens.
I also tried to hold reset button for 15-20 seconds and I even tried to hold for 60 seconds.

It sounds like you're already troubleshooting some of the basic steps, but there are a few more you can try to narrow down the issue. Here's a set of troubleshooting steps to follow, specifically for HP laptops, like your Victus 16, that might help get your laptop powered on again.
Hard Reset (again, with more details):
You already tried holding the reset button, but let’s make sure you are doing a complete power reset.
Step 1: Disconnect the charger and remove any attached peripherals (USB devices, external monitor, etc.).
Step 2: Press and hold the power button for at least 30 seconds. This discharges any residual power in the system.
Step 3: Plug the charger back in (while still holding the power button) and then release the power button after 30 seconds.
Step 4: Try pressing the power button again to see if the laptop starts.
Check the Battery:
Even though your charger is working (19.9V is a good sign), there could be an issue with the internal battery. If possible:
Step 1: Disconnect the battery from the motherboard (if it's removable).
Step 2: Plug in the charger directly and try to power on the laptop without the battery. If it turns on, then it might be the battery that's faulty.
Inspect the Charging Port and Power Circuit:
The light on the charging port coming on is a good sign, but it’s still worth checking the port itself for any signs of damage or dust/debris inside that might prevent a proper connection.
If the laptop has a removable battery, you can also try a different charger to rule out a potential charger issue.
Try an External Monitor:
There’s a chance the laptop might be turning on, but the screen isn’t working. Try connecting the laptop to an external monitor or TV using an HDMI cable.
If you see the display on the external monitor, then the issue might be with the laptop’s screen or internal graphics.
Check the Power Button:
Sometimes the power button itself may be faulty. It’s rare, but it’s worth pressing it several times (or try pressing it for a longer period, like 10–15 seconds) to ensure it’s registering the signal.
If you have a multimeter, you can also check continuity on the power button if you're comfortable opening up the laptop.
Disconnect External Devices (peripherals):
Sometimes, external peripherals can cause issues with booting. Disconnect all connected peripherals (USB drives, mouse, keyboard, etc.), and try to power on the laptop again.
It’s also worth unplugging any docking stations if you use one.

Hello again, I've removed the battery socket and computer started, but now when I'm playing games etc. I got fps drops and I checked the CPU usage it just jumps time to time when it happens.
It could be also related to some faulty driver I guess I'll try to format the pc.
But another question is that computer works after removing batter but this can be due to fault motherboard aswell right? Because it's not necessarily battery itself has the issue.
