Hello, my HP omen 15 laptops hard drive is toast and I need to purchase a new one. I know the hard drive I need is a 1.0TB SATA hard disk drive but where could I purchase that with windows 10 pre installed?

You would not be able to purchase a drive already configured with Windows installed.
I recommend that you replace the failed mechanical hard drive with a better performing 2.5" solid state drive (SSD), or you could even upgrade to a much faster performing M.2 2280 NVMe SSD, since chapter 1 of your notebook's service manual indicates that NVMe SSD's are supported in the model series.

After you replace the drive, you can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.

You will have to use the utility on another PC, so you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.
