As per: https://partsurfer.hp.com/partsurfer/?searchtext=374V3UAR, the heatsink combo kit you need has p/n: M57161-001 "FAN 80W" (or seperately: M75487-001 and M75488-001).

 

The best purchase option, in my opinion, is to get this set through AliExpress -you may need to get the Canadian link for this: https://www.aliexpress.com/i/3256804668674810.html?gatewayAdapt=4itemAdapt.

 

Or search for: "New Original CPU+GPU Cooling Fan for HP OMEN 16-B 16-C".

Please take a picture of your fans and provide.  Also, please type in: system information in your Windows search bar and click on the System Information App. Look to the right of "System SKU" and "BaseBoard Product" and provide this information.

Most importantly is the System SKU: 374V3U#ABL.

 

According to the specific HP parts link for your laptop: HP PartSurfer, the "extra piece sticking out" from one of the cooling fans appears to be legit:
