For a while my laptop isn't using my dedicated GPU. This reults in very low fps in most games. (exemple: war thunder ran on high quality around 140fps, now onlu 15fps)
I've updated all drivers and set the settings in the nividia configuration right, but that didn't solve the problem.

What is the wattage rating on the power adapter brick?
If it is not 150 watts, its the wrong adapter.
HP sent the wrong supply with many of the Omen ax000 series laptops that use the GTX 965m video card and it will cause this problem.
Let me know what you find.

I assume you are gaming while plugged in to the power adapter, correct?
Or is this happening while on battery only?
Some users have claimed a weak battery causes this symptom. The fix was to let the battery completely drain, then recharge fully.
If that does not help, I am not sure what the cause is, considering you have reinstalled the drivers and set the power settings in the Nvidia Control Panel to use Maximum Performance for each game.

NVIDIA Control panel allows your computer to automatically switch between the integrated graphics processing unit (GPU) and the NVIDIA GPU. You can manually adjust these settings to change which GPU is used.
Use the following steps to adjust graphics processor preferences.
Right click on the desktop and select NVIDIA control panel.
Select Manage 3D settings.
Click Global Settings.
Note: To change settings for an individual program, select Program Settings instead of Global Settings.
Select your preferred graphics processor:
Auto-Select – Provides a balance between performance and power savings.
High-performance NVIDIA processor – Provides optimal performance.
Integrated graphics – Provides optimal power savings.
Under Settings, you can adjust the settings for each feature to meet your needs.
Click Apply to save your change.
