I am writing to request technical assistance regarding a persistent, specific performance issue with my HP Pavilion Gaming Laptop (Specs: Intel Core i5, NVIDIA GeForce GTX 1650, 16GB RAM, 256GB NVMe SSD).

Context & Thermal History

Recently, the system experienced thermal throttling with CPU temperatures reaching ~100°C under load. I replaced the thermal paste, which successfully resolved the thermal issue. Current benchmarks confirm:

  • Idle/Load Temps: Peak temperatures during CPU-Z / AIDA64 stress tests do not exceed 78°C.

  • Thermal Throttling: Minimal to none (below 6%).

  • Clock Speeds: The CPU comfortably boosts and scales between 3.0 GHz and 4.5 GHz dynamically under load (Task Manager confirms no 0.79 GHz BDPROCHOT lock).

Current Problem Symptoms

Despite excellent CPU frequencies and normal thermal/health metrics on both CPU and SSD, the system exhibits severe real-time response latency during basic OS tasks:

  1. Desktop / Shell Lag: Refreshing the desktop (F5 or right-click refresh) causes noticeable stutter and brief icon blinking/disappearance, indicating a rendering delay or Explorer shell redraw hang.

  2. File I/O Latency (Save Operations): Saving edited PDF documents in Microsoft Edge or writing small temp files takes upwards of 15 seconds.

  3. App Launch Delays: Opening lightweight applications exhibits a noticeable input/execution delay, despite normal background resource utilization (CPU/RAM/Disk usages remain low, with no 100% spikes).

Diagnostics Already Performed

To rule out common causes, I have already executed the following steps:

  • Verified SSD SMART Health (Health status is normal/healthy via CrystalDiskInfo).

  • Executed System File Integrity checks (sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth).

Request for Guidance

Given that the CPU clock speed scales properly and thermal constraints are cleared, this behavior seems tied to NVMe APST/Power-State transitions, Intel iGPU / NVIDIA Optimus display switching latency, or an EC/Firmware interaction following the thermal event.

Could you please advise on:

  1. Recommended BIOS version/settings or EC reset procedures specific to this Pavilion model to address low-level power-state latency.

  2. Specific Intel Chipset / Serial IO / NVMe storage controller drivers recommended for this SKU to resolve the I/O & UI rendering lag.

You seem to be on top of things.

 

I can't see how processor latency or memory latency would be happening since HP's BIOS options are limited. It's impossible to change memory and CPU timings and voltages. 

 

The following thoughts may be redundant.

 

Is this happening when using AC power and only battery power?

 

Are you using a recent W11 version?

 

Try a W11 in-place recovery to see if this fixes possible W11 system file corruption.

 

Is your PC using the latest HP BIOS update?

 

Maybe HP had previously released a buggy BIOS update. And your PC is using a suboptimal BIOS version.

 

You have done great troubleshooting. 

 

I would run HP UEFI startup Diagnostics to see what's happening.

 

Your PC's symptoms seem to point to a system disk problem or a memory problem since it appears you have fixed processor: temps and thermal throttling.
