What is your Victus by HP 16.1 inch Gaming Laptop PC 16-d1 (53F54AV) ? It could have following options

You can use a compatible USB-C charger with power output rating 150W or 200W (depending on your machine current charger)

With the right rating, it will charge your machine when ON. For example: My machine requires 65W charger, I'm using USB-C G5 dock with 100W out and it charges my machine when ON.

The thing is that as i recall, max usb type-c power is 100w over 1 port ,so there is not more powerful chargers that can suply more than 100w over 1 port, correct me if i am wrong. And i saw here https://pcb.inc.hp.com/webapp/#!/kz-ru/contents/2101404073?type=T&hierarchy=F&status=L&status=O that my laptop supports type c charging. But i am not so sure will it charge(i dont need it to charge fast and i understand that it might not have enough power to actually charge but if it extends it battery life so let it be it) while turned on. So i need to know for sure would it charge before buying 100w powerbank.

Here are techs of the same notebook with slightly different configuration but page is in english. Can you say me for sure would it charge base on this info?

I did say you need 150W or 200W depending on your machine when it is ON. You can try what you think. I tested on my machines and 100W is too weak.
