I have been having several issues with my notebook. The most annoying one is that If I enter my product number it doesn't recognize it on the website, which doesn't allow me to fix my issues especially my usb port issue now. Now after looking through the manuals I found that my laptop is either 17t w000/w200 which is not a big deal since they are extremely similar.
The Main PROBLEM IS HERE NOW!
I have 3 usb ports (one on the left and 2 on the right  and from the manuals they should all be 3.0 devices). my two ports on the right do not function properly. for example they can charge the phone but they do not read data. the mouse does not work on the two ports on the right. my xbox 360 adapter does not work on the ports. The ports give electricity but no data reading. However, when I use my two external hard disks they function normally (my externals have a  3.0 connection type). So I am guessing that it is only recognizing 3.0 peripherals. 
-I updated my bios..nothing
-I deleted my drivers then installed them.. the strangest thing happened.. the ports worked for 5 minutes, then stopped working again.

-Went to the power management tab on my usb from device manager, unchecked "allow the computer to turn off this device to save power" , which has worked in the past when I had the same issue, but didn't work this time.

- Checked my power options --> change plan settings --> change advanced power settings--> in usb settings --> Usb selective suspended setting--> disabled both for battery and plugged in. didn't work 

- checked the hardware troubleshooter of both windows and HP. No solution.
-when I test my port using the HP tester (I accessed that on the start up of the laptop, simialr to accessing the bois settings)., it gives me USB port check Failed with this Failure ID: 9K60Q4-918A4A-MFPURF-8D1K03 . But that didn't help.
-when I use my mouse on one of my usb ports on the right it detects a device but in device manager it says " UnKnown USB Device (Device Descriptor failed)" and I couldn't fix that.

- If I check the events tab I can read : device not migrate, device configured (usb.inf), device not started.
- I can not do a roll back for windows because for some reason there are no restore points after some certain windows udpate.

I hope that someone can help me because this issue is frustrating. Thank you for your time.

@Mironix Due to the current global COVID-19 situation, we're seeing an influx of customers coming in for support and we appreciate your patience.

That said, I'm afraid the device requires a repair or the USB/motherboard ports require a replacement, as the failure ID you've mentioned represents a code 434 = USB Failure, and I suggest you talk to HP support and discuss your options, follow the below steps to get started:

 

1) Click on this link - http://www.hp.com/contacthp/

2) Click on Sign-in or select the product using the below step:

3) Enter the serial of your device.

4) Select the country from the drop-down.

5) Click on "Show Options".

Fill the web-form, to populate a case number and phone number for yourself!
